The Philippine government has lifted its temporary ban on Discord less than a day after access to the messaging and community platform was blocked in the country.
The Cybercrime Investigation and Coordinating Center (CICC) confirmed on Thursday, September 24, that it ordered the lifting of the ban after meeting with Discord representatives to discuss the platform’s compliance with the government’s requirements.
DICT Undersecretary Renato “Aboy” Paraiso, executive director of the CICC, confirmed the lifting after the meeting with Discord management.
Information and Communications Technology Secretary Henry Aguda also said the government decided to lift the ban following what he described as successful negotiations with Discord. The platform committed to take immediate steps to strengthen protections for young users and address the government’s concerns over online safety.
Why was Discord banned?
The ban followed a directive issued by the CICC on September 22 to Discord and Reddit. The two platforms were given 24 hours to establish a presence in the Philippines, including designating a resident agent or local representative who could coordinate directly with Philippine authorities.
The government said the move would provide authorities with a clearer channel to investigate and respond to online threats involving Filipino children and communities.
The directive came after the September 18 shooting at Banga National High School in South Cotabato. The CICC said it was also looking into concerns involving online sexual abuse and exploitation of children, child abuse materials, and nihilistic violent extremism.
Authorities specifically raised concerns about private and invitation-only online communities that could be used for grooming, radicalization, and recruitment of minors.
The National Privacy Commission also issued Show Cause Orders against Discord, Reddit, Meta, and Roblox over compliance with registration requirements under the Data Privacy Act of 2012 and NPC Circular 16-03.
How the Discord ban happened
The situation changed quickly over the following two days. The CICC initially said that both Reddit and Discord had been given more time after they expressed their willingness to work with the Philippine government. However, the agency later clarified that the extension applied to Reddit and not Discord.
According to the CICC, Discord had reached out through a letter and offered to discuss its existing teen safety measures. The agency said this did not constitute the concrete commitments it was seeking.
The CICC then requested the National Telecommunications Commission (NTC) to block Discord in the Philippines. Internet service providers subsequently began restricting access to the platform.
The ban took effect Wednesday evening, September 23.
Discord's response
Discord had told the CICC that it was willing to work directly with Philippine authorities on concerns involving minors, grooming and violent content.
The company also pointed to its newly introduced Global Teen Experience, which is designed to place teenage users in age-appropriate experiences.
Discord said users whose age cannot be determined through available account signals may be asked to confirm their age through age-assurance methods, including facial age estimation. The company said biometric data would not be stored by Discord.
Discord also has Family Center tools and a system known as Kodex, which allows law enforcement agencies to submit lawful requests for information and content removal.
However, the CICC initially considered these measures insufficient because they did not address its demand for a more direct mechanism for coordination with Philippine authorities.
Ban lifted after meeting
The government and Discord met on Thursday to discuss the compliance concerns. Following the meeting, the CICC ordered the lifting of the ban.
Aguda said Discord had made commitments addressing the government's concerns about nihilistic violent extremism, grooming and other online safety threats. He also said the platform committed to immediately strengthen protections for children on its service.
The lifting means the Philippine government's blocking order against Discord will no longer remain in effect.
The episode, however, highlights the government's push for online platforms with large Filipino user bases to maintain clearer channels of communication with Philippine authorities, particularly when cases involve child safety, online exploitation and threats of real-world violence.
For Discord users in the Philippines, the immediate issue is access: the platform's temporary blocking order has now been lifted following the government's meeting with Discord management.
